Meeting Regarding Upgradation of Stenographers

A meeting was held in the office of Additional Secretary Finance Division regarding Upgradation of Stenographers, Stenotypist and Private Secretaries. JS (R) Establishment was also invited to the meeting. The Establishment Division agreed on the upgradation of the Stenographers and ask the Finance Division for Financial Implication sources said.

Subject: CIVIL PETITION FOR LEAVE TO APPEAL NO.1878-l-2009



Please find enclosed herewith an Order passed by the Hon'able Supreme Court of Pakistan dated 23.12.2009 in the titled petition, the operative part of which reads as under:-



" We are pained to note that a number of cases filed by the government agencies are time barred. It is possible that such petitions are filed either to oblige the litigants or to conceal the illegality, inaction and negligence of the officers/authorities concerned. The burden of decision is thus shifted on the Court system. Such maneuver can neither be appreciated nor approved. It is well settled that Government functionaries are equal before the Courts. No preferential treatment can be shown to the Government/ or its agencies. A stock explanation of administrative delays is normally pleaded in the con-donation applications. Such explanation does not constitute a sufficient cause or a reasonable ground to be attached any weight or credibility. In fact it constitutes an admission of the guilty neglect of the concerned and thus compounds the ever-existing managemental inefficiency and lace of decision making the Government Offices. Those seeking condonation of delay are under legal duty to explain each days's delay and to show their vigilance to avoid such delays which fatally obviates a valuable remedy'.



2. All the Ministires, Division, Attached Departments, Subordinates Offices and Corporations are requested to ensure that such lapses and negligent acts are avoided in future in the interest of state and good Governance.

GRANT OF MEDICAL ALLOWANCE TO CIVIL EMPLOYEES THORUGH OPD

OFFICE MEMORANDUM

SUBJECT: GRANT OF MEDICAL ALLOWANCE TO CIVIL EMPLOYEES/
PENSIONERS OF THE FEDRAL GOVERNMENT.

In partial modification of this Division's O.Ms.No.1(1)Imp/2010-622, and No.F.16(1)Reg-6/2010-778, both of dated 5th July, 2010 regarding the subject mentioned above, the unddersigned is directed to state that tis has been decided in consultation with Ministry of Health that serving/retired civil employees of the Federal Government member of his/her family, suffering from following chronic diseases, will be entitled for reimbursement of amount spent on account of purchase of medicines for the medical treatment at OPD:-

1. Chronic pulmonary-cardiovascular and circulatory disorders.
2. Tumours, mallgnancies, cancer and chronic blood disorders(Thallasaemias etc)
3. Chronic hepato-renal disorders, organ failure, dialysis and transplants.
4. Chronic neuro-psychiatric diseases , neuropathies, epilepsy, paralysis.
5. Chronic inflammatory-infectious diseases(rhematoid arthrities, hepatitis, TB, tentanus etc)
6. Chronic endorcrine disorder (diabetes/goiter pancreatitis etc) .
7. Chronic degenerative disorders.
8. Poisoning, dog and snake bite.
9. Drug Abuse, STD, HIV/AIDS, VHF.
10. Chronic skin diseases, allergies - chronic connective tissue and auto immune disorders.
11. Injuries including orthopaedics, burns, gunshot, blast and head injuries.
12. Day surgery (obstertric-gynae disorders, deliveries, cataract and eye/END day procedures).
13. Shock, cardiogenic shock, stroke and electrolyte disorders.
14. Treatment for eye, ENT and disabilities/handicaps.
15. Dental Treatment.

2. The financial impact arises-out from reimbursement of medical charges in the matter will be met out of the allocated budget for the year 2010-2011 by the respective Ministries/Divisions and no supplementary grant would be given on this account.

3. Ministry of Health will issue necessary instructions for constitution of a Medical Board at each Government Hospital, which will examine the serving/retired Government servant or a member of his/her family and decide suffering from chronic disease, not covered under the above stated list, for reimbursement of medical expenses incurred for the treatment in OPD and their decision shall be final.

THE RESPONDENTS NOT FILED THE CPLA IN THE SUPREME COURT TO CHALLANGE THE JUDGEMENT OF FEDERAL SERVICE TRIBUNAL ORDERS. THEREFORE THE RESPONDENT WOULD NOT HAVE COGENT REASON FOR NON-IMPLEMENTATION OF THE ORDERS OF THE FEDRAL SERVICES TRIBUNAL.
